Cataract Surgeries Programme (CSP) - Government subsidy for cataract surgery

The Hong Kong government launched the " Cataract Surgeries Programme (CSP)" program in February 2008. It is a government-funded cataract surgery initiative aimed at providing medical services through a public-private partnership model. The program collaborates with designated private ophthalmic institutions to allow cataract patients to receive government subsidies for cataract surgeries at private medical facilities, thereby reducing waiting times in the Hospital Authority.


Services and Fees of the Cataract Surgeries Programme

  • One pre-operative assessment
  • Cataract surgery including intraocular lens
  • Two post operative follow up visits after cataract surgery

Subsidy Amount under the Cataract Surgeries Programme

Participating patients can receive a fixed amount of HK$8,000 subsidy, and may need to co-pay an amount of not more than HK$8,000 for the service package. The HA will disburse the HK$8,000 subsidy to the private ophthalmologist directly after the completion of cataract surgery and treatment package.

Eligibility for Cataract Surgeries Programme

  • Patients who have been waiting on the Hospital Authority's cataract surgery waiting list for 18 months or more, with those waiting the longest given priority for invitations.
  • Patients suitable for local anaesthesia surgery.
  • Patients classified as general waiting cases (emergency or early-stage cases will be prioritized, and the Hospital Authority will arrange surgeries for them as soon as possible without requiring them to make appointments with private doctors).

How to Apply for Cataract Surgeries Programme?

  1. Register in the Electronic Health Record Sharing System (eHealth).
  2. Select a private doctor and contact them to arrange a pre-operative assessment, providing the registration number on the invitation letter to confirm the subsidy amount.
  3. Complete the pre-operative assessment before the subsidy expiry date and the cataract surgery within 3 months after the assessment.
  4. Participating patients can receive a fixed amount of HK$8,000 subsidy, and may need to co-pay an amount of not more than HK$8,000 for the service package. The HA will disburse the HK$8,000 subsidy to the private ophthalmologist directly after the completion of cataract surgery and treatment package.

The ophthalmologists at the "Hong Kong Laser Eye Centre" are among the designated doctors in the Cataract Surgeries Programme (CSP).
